The province of Lower Austria’s procurement system is being digitised. In future, from the publication of the contract notice (or the prior information notice or the invitation to tender in a restricted or negotiated procedure) to the award of the contract or the withdrawal of the procedure, communication with tenderers will also take place through the vemap procurement portal via the following link: https://noe.vemap.com/
The documents required are specified in the tender documents for each procedure.
The deadlines are specified in the tender documents.
The download of the tender documents and participation in the procurement procedure are free of charge.

The procedure is defined in the call for tenders or competition documents and depends on the type of procedure in question (open procedure, two‑stage competitive procedure with negotiation or restricted procedure, design contests, etc.).
The requirements for participation in a call for tenders are set out as eligibility, selection or evaluation criteria in the tender documents, participation application documents or award documents.
All documents can be downloaded from the vemap procurement portal https://noe.vemap.com/. The procurement procedure can be accessed via the link https://noe.vemap.com/ or the link indicated in the contract notice.
When public contracting authorities or sectoral contracting authorities award contracts to undertakings, it is essential that procurement law be adhered to. All works, supply and service contracts must be awarded in accordance with the Federal Procurement Act (Bundesvergabegesetz). In particular, the principles of public procurement law – prohibition of discrimination, transparency, proportionality and equal treatment as well as the principle of free and fair competition – must be observed.
The competent body is the contracting authority or the awarding body named in the invitation to tender.
A digital signature (signature card) is required for the use of all services and to submit tenders. A mobile phone signature is not sufficient.
Application for review or declaratory judgment, application for an interlocutory injunction (competent court: Regional Administrative Court of Lower Austria).
